PRESSE RELEASE

This Friday morning December 4, 2015, the Rwandan police arrested Mr. Boniface Twagirimana, First Vice President of FDU Inkingi, without meeting the legal requirement of showing an arrest warrant.

While we are waiting for a full brief on the reasons of his arrest, available information indicates that he is
accused of having expressed his opinion on the Radio Voice of America (VOA). This arrest is part of the repressive machinery to crackdown any dissenting voice and to intimidate the opposition and the Rwandan population into submission to the process of constitutional coup that needs to be endorsed by
the population through a referendum.

Since this morning the research to find the first deputy chairman resulted in vain. The members of the platform in Rwanda visited several police stations to find their colleague without success. At last, after revealing that his name did not appear in any register of detainees, officials of the Criminal Investigation Department (CID) have advised them to complaint against X. The denial of the knowledge of his whereabouts is part of standard practice to have time torture those arrested during the weekend.

The political platform, composed of political organisations Amahoro PC, FDU-Inkingi; PDP- Imanzi; PS Imberakuri and Ihuriro Nyarwanda- Rwanda National Congress- RNC would like condemn in the strongest terms possible once again the continuing violation of the right of expression in Rwanda.

Our political platform is determined to do everything in its power with the support of genuine friends of the Rwandan people to rein on President Kagame to stop pushing the country on the edge of another political violence. The Rwandan opposition, more than anyone else, strongly believe that the central problem of the Rwandan crisis is the management of power. It is a political problem that requires a political solution.

We take this opportunity to thank the USA administration and the EU to have expressed clearly their disapproval on Rwandan Constitutional change, a point made by Boniface Twagirimana before his arrest.

Done in Brussels, December 4, 2015.

Yours sincerely
