Olivier Maniliho is in a Death Row

Officer of the National Intelligence and Security Services (NISS) for over seven years, Olivier Maniliho, 32, was abducted in Kigali on the night of February 9, 2014.

He was successively held in Gikondo, a place commonly known as “Kwa Gacinya” for three or four days, then transferred to an illegal detention house “safe house” where he was severely tortured until late April before being transferred to Kami military camp where he is in a life-threatening situation.

No official indictment has been notified to Olivier Maniliho and his relatives are not allowed to visit him. Owing to lack of prosecution in any court after six months of illegal detention, on August 14, 2014, the family sent a letter to Paul Kagame, the President of Rwanda, imploring the latter to personally intervene to secure the release of the detainee. This request remained unanswer till now.

We are reiterating our request to the President of the Republic for the sake of Olivier Maniliho’s safety and freedom.

Human rights organizations are aked to do everything possible to obtain the release of Olivier Maniliho. We ask the ICRC to visit him from custody, pressure the Government for the dignity owed to him, ask for the end torture and other inhuman and degrading treatment inflicted on him daily and, more importantly, stop his imminent execution.

This is a heart-cry of a grieving family.
