The United States Army Command and General Staff College (CGSC) at Fort Leavenworth, Kansas is a graduate school for United States Army and sister service officers, interagency representatives, and international military officers. The college was established in 1881 by William Tecumseh Sherman as a training school for infantry and cavalry officers. The curriculum expanded thoughout World War I, World War II, the Korean War, and the Vietnam War and continues to adapt to include lessons learned from current conflicts. Some officers of the Rwandan Armed Forces (FAR) attended the prestigious military academy, namely:
1.Lt Colonel CGSC Stanislas Hakizimana : Bn LAA (anti aircraft battalion) Commander
2.Lt Colonel CGSC Marcel Bivugabagabo: Ruhengeri Operations Sector Commander
3.Major CGSC Ntabakuze: Para Commando Battalion Commander
4.Major CGSC Laurent Bizabarimana: Ruhengeri Commando Battalion Commander.
President Kagame (with the identity of Uganda) also attended the academy.But Kagame was not on the level required for the formation, also one of its American trainers later said that this man [Kagame] is uncultivated, and he speaks broken English [English of the street]. He abandoned his studies, he chose to kill Rwandans. These Rwandan officers who attended this academy were massacred without mercy with their families (Lt Col CGSC Hakizimana Stanislas and Major CGSC Laurent Bizabarimana) others are hunted down and brought to justice. (Lt Col CGSC Marcel Bivugabagabo and Major CGSC Aloys Ntabakuze). Their fault? They succeeded where Kagame has failed.
