RWANDA : THE FDU-Inkingi DENOUNCE THE MURDER OF TEACHER NIWUNGIZE CHADRACK BY LOCAL AUTHORITIES OF RUTSIRO

According to reliable information from Rutsiro District in the Western Province of Rwanda, former Kibuye Prefecture, we have learned with deep sorrow the murder of teacher Niwungize Chadrack. He lived in the town of Nyabirasi, Ngoma cell, Kazo village. He taught in the schooling center of Kazo.

Mr. Niwungize Chadrack was arrested at his home without a warrant, April 2, 2015 by the Nyabirasi town Executive Mr. Christophe Mudahemuka, accompanied by a militiaman of DASSO (District Administration Security Support Organ), a RPF militia which has replaced the infamous “Local defense”.

April 05, 2015, the Executive summoned Niwungize’s family to go retrieve the body of the victim. While his family was organizing to go get his dead body the Rutsiro District authorities came directly to hand over the deceased. Nobody deigned giving an explanation for the death circumstances of the victim, who was yet in good health when he was kidnapped. According to reliable sources, he was the victim of RPF diehards’ accusations and slanders denouncing him as collaborating with the regime’s opponents often considered as enemies of the country.

Other credible sources indicate that RPF authorities, with the help of their militias operating in the Rutsiro District have been deployed to hunt down other individuals suspected to be opponents of the regime so as to serve them the same lesson as Mr. Niwungize Chadrack. The most wanted include Mr. P. Celestin Hakizimana, Head of the Kazo Schooling center and Nzabandora Sylvère, the school studies prefect in the same centre.

FDU-Inkingi denounce in the strongest terms this climate of terror which coincides with the intimidation campaign to force people to call for a change in the Constitution to allow President Kagame to run for a third term in 2017. The FDU-Inkingi calls on the RPF authorities to put an end to this climate of terror exercised on the population.

FDU- Inkingi calls on the government to clarify without any further delay the circumstances of Mr. Niwungize Chadrack’s death and to take appropriate sanctions against the perpetrators of this hideous crime. FDU- Inkingi will not relent at denouncing flagrant violations of human rights in Rwanda and the draconian laws the RPF regime has put in place.
