CSP Celestin Twahirwa, Police spokesman confirmed their arrest and said the pair was arrested on allegations of “possessing false documents” and could not give further information.

“It’s too early to give you all information you want.  We are still investigating, and we shall give you information at the right time,” Twahirwa added.

In August 2013, the leadership of the Rwandan League for the Promotion and Defense of Human Rights was ousted because of its independent stance. People believed to be favorable to the government took over the organization in what has become a typical state tactic to silence human rights defenders.
