{"id":11380,"date":"2024-01-25T11:28:07","date_gmt":"2024-01-25T11:28:07","guid":{"rendered":"https:\/\/www.therwandan.com\/fr\/?p=11380"},"modified":"2024-01-25T13:54:22","modified_gmt":"2024-01-25T13:54:22","slug":"promotions-au-sein-du-m23-une-strategie-en-pleine-evolution","status":"publish","type":"post","link":"https:\/\/www.therwandan.com\/fr\/promotions-au-sein-du-m23-une-strategie-en-pleine-evolution\/","title":{"rendered":"Promotions au sein du M23 : Une Strat\u00e9gie en Pleine \u00c9volution"},"content":{"rendered":"<p><strong>KINSHASA, 25 Janvier 2024-\u00a0<\/strong>Ce jeudi, le 25 janvier 2024, Bertrand Bisimwa, pr\u00e9sident du mouvement arm\u00e9 M23, a promu neuf officiers sup\u00e9rieurs de son groupe.<\/p>\n<p>Selon le communiqu\u00e9 sign\u00e9 par Bisimwa, le Colonel Gacheri Musanga Justin a \u00e9t\u00e9 promu au grade de Brigadier G\u00e9n\u00e9ral, tandis que le Lieutenant Colonel Nsanze Nzamuye et Karangwa Bihire Justin ont \u00e9t\u00e9 \u00e9lev\u00e9s au grade de Colonel.<\/p>\n<p>Les officiers qui d\u00e9tenaient pr\u00e9c\u00e9demment le grade de Major, tels que Willy Ngoma, Nsengiyumva Mutekano Innocent, Mbanjimbere Innocent, Makomari Ruben, Kasongo Papy et Mwiseneza Gakwaya Christian, ont \u00e9t\u00e9 promus au rang de Lieutenant Colonel.<\/p>\n<p>Neuf soldats de rang inf\u00e9rieur ont \u00e9galement \u00e9t\u00e9 promus au grade de Sous-Lieutenant. Il s&rsquo;agit de Sebuntu Kabagema L\u00e9onard, Mushikiwabo Louise, Mubibya Innocent, Irumva Justin, Byamungu Dieudonn\u00e9, Kigabo Jacques, Kalinda James, Ndayishimiye Th\u00e9og\u00e8ne et Byiringiro Bienvenu.<\/p>\n<p>Cette promotion intervient dans un contexte de r\u00e9organisation au sein du M23, notamment dans ses branches charg\u00e9es de la propagande et des finances.<\/p>\n<p>Le groupe arm\u00e9 a \u00e9galement modifi\u00e9 la direction de la territoire de Rutshuru pour mieux \u00ab\u00a0prot\u00e9ger la s\u00e9curit\u00e9\u00a0\u00bb des r\u00e9sidents et de leurs biens.<\/p>\n<p>Ces d\u00e9veloppements surviennent alors que les forces arm\u00e9es de la RDC et leurs alli\u00e9s lancent des offensives majeures dans le but de d\u00e9loger le M23 des territoires qu&rsquo;il contr\u00f4le.<\/p>\n<p>Le M23 a \u00e9t\u00e9 fr\u00e9quemment mentionn\u00e9 dans de nombreux rapports d&rsquo;experts des Nations Unies comme \u00e9tant soutenu par le Rwanda, une affirmation corrobor\u00e9e par plusieurs pays europ\u00e9ens et les \u00c9tats-Unis. Le groupe a \u00e9galement \u00e9t\u00e9 accus\u00e9 \u00e0 plusieurs reprises par des organisations de d\u00e9fense des droits de l&rsquo;homme de crimes contre l&rsquo;humanit\u00e9, tels que le meurtre et le mauvais traitement de civils.<\/p>\n<p>Les partisans du M23 sur les r\u00e9seaux sociaux semblent souvent collaborer ouvertement avec ceux qui soutiennent le gouvernement rwandais, en particulier dans leurs attaques contre le gouvernement de la RDC, les dirigeants des pays de la r\u00e9gion des Grands Lacs ou l&rsquo;opposition rwandaise. Certains experts disent que le M23 re\u00e7oit les ordres directement de Kigali. Les analystes notent que cette dynamique de soutien en ligne refl\u00e8te des tensions g\u00e9opolitiques plus larges dans la r\u00e9gion.
