D’apr\u00e8s Lewis Mudge, Directeur Afrique centrale de Human Rights Watch : \u00ab\u00a0Quatre chercheurs de Human Rights Watch ont \u00e9t\u00e9 interdits d\u2019entr\u00e9e en 16 ans.\u00a0\u00bb<\/em><\/p>\n

Le 30 mai 2024, Human Rights Watch a publi\u00e9 un communiqu\u00e9 sur son site web, r\u00e9v\u00e9lant la derni\u00e8re interdiction d’entr\u00e9e impos\u00e9e \u00e0 l’une de ses chercheuses par le gouvernement rwandais.<\/p>\n

Le gouvernement rwandais a r\u00e9cemment emp\u00each\u00e9 Cl\u00e9mentine de Montjoye, chercheuse senior \u00e0 Human Rights Watch, d’entrer dans le pays. Cette d\u00e9cision n’a pas \u00e9t\u00e9 surprenante pour l’organisation, \u00e9tant donn\u00e9 les accusations vagues et infond\u00e9es port\u00e9es contre elle, qui refl\u00e8tent l’intol\u00e9rance persistante du gouvernement \u00e0 l’\u00e9gard des critiques sur son bilan en mati\u00e8re de droits humains.<\/p>\n

Les autorit\u00e9s rwandaises ont accus\u00e9 Cl\u00e9mentine de Montjoye de \u00ab travestir la raison de sa visite \u00bb pour justifier cette interdiction. Pourtant, Cl\u00e9mentine avait \u00e9crit aux autorit\u00e9s pour demander \u00e0 les rencontrer et avait inform\u00e9 des agents de l’a\u00e9roport international de Kigali qu’elle souhaitait s’entretenir avec des diplomates \u00e9trangers. Dans une d\u00e9claration, le gouvernement a clairement indiqu\u00e9 qu’il n’autoriserait pas Human Rights Watch \u00e0 entrer au Rwanda en raison de ses enqu\u00eates.<\/p>\n

En 2008, Alison Des Forges, conseill\u00e8re principale \u00e0 Human Rights Watch et laur\u00e9ate du prestigieux prix MacArthur pour ses recherches sur le g\u00e9nocide rwandais de 1994, s’est \u00e9galement vue refuser l’entr\u00e9e dans le pays. Alison Des Forges avait travaill\u00e9 sans rel\u00e2che pour obtenir justice pour les victimes du g\u00e9nocide et pour que les auteurs de crimes au sein des forces du Front patriotique rwandais (FPR) soient tenus responsables. Human Rights Watch avait appris officieusement que son interdiction \u00e9tait due \u00e0 ses critiques du FPR.<\/p>\n

Deux ans plus tard, en 2010, Carina Tertsakian, une autre chercheuse senior, s’est vu refuser un visa de travail et a \u00e9t\u00e9 contrainte de quitter le pays. Le gouvernement a \u00e9voqu\u00e9 des anomalies dans sa demande de visa, bien que Human Rights Watch ait fourni des preuves confirmant l’authenticit\u00e9 des documents.<\/p>\n

Lewis Mudge, qui a succ\u00e9d\u00e9 \u00e0 Carina Tertsakian et a \u00e9t\u00e9 bas\u00e9 au Rwanda de 2011 \u00e0 2015, a \u00e9galement \u00e9t\u00e9 confront\u00e9 \u00e0 des difficult\u00e9s. Son visa est rest\u00e9 \u00ab en cours de traitement \u00bb pendant deux ans, et en 2014, le gouvernement a publi\u00e9 une \u00e9valuation de leur travail, qualifiant Carina Tertsakian et lui-m\u00eame de porte-paroles d’organisations criminelles, \u00e0 cause d’un rapport sur des disparitions forc\u00e9es dans le pays.<\/p>\n

En 2018, l’entr\u00e9e a \u00e9t\u00e9 refus\u00e9e \u00e0 Lewis Mudge apr\u00e8s que Human Rights Watch a document\u00e9 des ex\u00e9cutions extrajudiciaires et des d\u00e9tentions militaires ill\u00e9gales. Plus tard, un consultant rwandais a \u00e9t\u00e9 d\u00e9tenu pendant six jours et menac\u00e9 de mort.<\/p>\n

Cl\u00e9mentine de Montjoye a vu son entr\u00e9e refus\u00e9e suite \u00e0 la publication d’un rapport de Human Rights Watch sur les mesures r\u00e9pressives prises par le Rwanda au-del\u00e0 de ses fronti\u00e8res, d\u00e9clenchant des r\u00e9actions hostiles des autorit\u00e9s. Son interdiction est survenue peu avant les \u00e9lections g\u00e9n\u00e9rales, tout comme celle de Carina Tertsakian.<\/p>\n

La longue liste de journalistes et de chercheurs exclus du Rwanda devrait inqui\u00e9ter les partenaires internationaux du pays. Ces interdictions soul\u00e8vent \u00e9galement des pr\u00e9occupations quant aux risques importants auxquels sont expos\u00e9s les d\u00e9fenseurs des droits humains et les journalistes rwandais, souvent menac\u00e9s de mort ou emprisonn\u00e9s.<\/p>\n

Malgr\u00e9 les interdictions successives au cours des 16 derni\u00e8res ann\u00e9es, les \u00e9quipes de Human Rights Watch continuent leur travail. Qu’elles soient \u00e0 l’int\u00e9rieur ou \u00e0 l’ext\u00e9rieur du pays, elles persistent \u00e0 documenter le bilan du gouvernement rwandais en mati\u00e8re de droits humains.<\/p>\n","protected":false},"excerpt":{"rendered":"
