Ce vendredi 17 janvier 2025, Bernard Ntaganda, pr\u00e9sident du Parti Social Imberakuri, a publi\u00e9 un communiqu\u00e9 incisif depuis Kigali, d\u00e9non\u00e7ant la posture actuelle du pr\u00e9sident Paul Kagame sur la sc\u00e8ne internationale et les contradictions qui marquent sa gouvernance. Dans ce document, Bernard Ntaganda analyse avec pr\u00e9cision le discours prononc\u00e9 par Kagame le 16 janvier devant le corps diplomatique, o\u00f9 il s\u2019est livr\u00e9 \u00e0 une attaque en r\u00e8gle contre certains pays occidentaux, accus\u00e9s d\u2019agir en \u201cgendarmes du monde\u201d.<\/p>\n

Selon Bernard Ntaganda, ce discours, qui se voulait une d\u00e9monstration de souverainet\u00e9, est surtout r\u00e9v\u00e9lateur d\u2019un isolement diplomatique croissant. Autrefois soutenu sans r\u00e9serve par l\u2019Occident, Paul Kagame voit aujourd\u2019hui ces relations s\u2019effriter. Les accusations de la communaut\u00e9 internationale, notamment celles des Nations Unies, pointent la responsabilit\u00e9 du Rwanda dans le soutien apport\u00e9 au groupe arm\u00e9 M23 \u00e0 l\u2019est de la R\u00e9publique D\u00e9mocratique du Congo. Bernard Ntaganda illustre cette situation par une m\u00e9taphore cinglante : le Rwanda continue de nier son implication, \u201ccomme une fille engross\u00e9e niant sa grossesse de neuf mois\u201d.<\/p>\n

Pour Bernard Ntaganda, ce revirement dans les relations entre Kagame et ses anciens alli\u00e9s occidentaux n\u2019est pas une surprise. Il souligne que ces alliances, bas\u00e9es sur des int\u00e9r\u00eats fluctuants, n\u2019\u00e9taient jamais destin\u00e9es \u00e0 durer \u00e9ternellement. Il rappelle qu\u2019\u00e0 une \u00e9poque, l\u2019Occident louait sans r\u00e9serve le r\u00e9gime de Kigali, pr\u00e9sent\u00e9 comme un mod\u00e8le de reconstruction post-g\u00e9nocide. Cependant, aujourd\u2019hui, il est clair que Kagame n\u2019est plus en mesure de r\u00e9pondre aux attentes de ces puissances, et cette rupture marque une \u00e9tape charni\u00e8re dans son parcours politique.<\/p>\n

Dans son communiqu\u00e9, Bernard Ntaganda insiste sur les cons\u00e9quences de cette fracture. Il souligne que la gouvernance de Kagame, marqu\u00e9e par une r\u00e9pression f\u00e9roce de l\u2019opposition et une concentration excessive du pouvoir, a atteint ses limites. L\u2019image du Rwanda comme mod\u00e8le de d\u00e9veloppement ne suffit plus \u00e0 masquer les failles profondes d\u2019un r\u00e9gime autoritaire. La marginalisation de l\u2019opposition politique, dont le Parti Social Imberakuri est un acteur majeur, t\u00e9moigne de l\u2019incapacit\u00e9 de Kagame \u00e0 envisager un v\u00e9ritable dialogue national, pourtant crucial pour l\u2019avenir du pays.<\/p>\n

Bernard Ntaganda appelle \u00e0 un changement radical d\u2019approche. Il exhorte Paul Kagame \u00e0 reconna\u00eetre l\u2019impasse actuelle et \u00e0 prendre des mesures concr\u00e8tes pour engager un dialogue sinc\u00e8re avec l\u2019opposition rwandaise. Selon lui, c\u2019est la seule voie pour restaurer la stabilit\u00e9 politique et regagner une cr\u00e9dibilit\u00e9 sur la sc\u00e8ne internationale. Il met \u00e9galement en garde contre les dangers d\u2019un isolement prolong\u00e9, rappelant que l\u2019histoire est remplie de dirigeants ayant refus\u00e9 de s\u2019adapter, avec des cons\u00e9quences d\u00e9sastreuses pour leurs pays.<\/p>\n

Le communiqu\u00e9 de Bernard Ntaganda, publi\u00e9 \u00e0 Kigali, r\u00e9sonne comme un avertissement, mais aussi comme une offre de coop\u00e9ration pour sortir le Rwanda de la crise. Il invite Paul Kagame \u00e0 abandonner une gouvernance bas\u00e9e sur la confrontation, tant interne qu\u2019externe, et \u00e0 privil\u00e9gier une approche ax\u00e9e sur le consensus et l\u2019inclusion. Pour Bernard Ntaganda, la politique ne peut \u00eatre r\u00e9duite \u00e0 une lutte pour le pouvoir, mais doit \u00eatre un outil pour r\u00e9pondre aux aspirations profondes du peuple rwandais.<\/p>\n

Paul Kagame, autrefois salu\u00e9 comme un strat\u00e8ge hors pair, semble aujourd\u2019hui pris au pi\u00e8ge de ses propres contradictions.
