Le 24 mars 2025, un communiqu\u00e9 publi\u00e9 \u00e0 B\u00e9runda officialise le lancement de la Convention pour la R\u00e9volution Populaire (CRP), un mouvement se pr\u00e9sentant comme l\u2019incarnation d\u2019une contestation populaire contre le r\u00e9gime de Kinshasa.<\/p>\n<p>\u00c0 travers un discours radical, la CRP d\u00e9nonce la corruption end\u00e9mique, le tribalisme, la militarisation du pouvoir et \u00ab l\u2019exploitation mini\u00e8re criminelle \u00bb en Ituri. Elle accuse directement l\u2019\u00c9tat congolais de complicit\u00e9 dans l\u2019ins\u00e9curit\u00e9 chronique de la province, fustigeant les quatre ann\u00e9es d\u2019\u00e9tat de si\u00e8ge comme une p\u00e9riode marqu\u00e9e par les massacres, les d\u00e9placements de population et la manipulation de groupes arm\u00e9s.<\/p>\n<p>Selon plusieurs sources concordantes, Thomas Lubanga serait \u00e0 l\u2019origine de cette nouvelle organisation. Cette r\u00e9surgence inqui\u00e8te la soci\u00e9t\u00e9 civile et les observateurs internationaux, alors que Lubanga est encore largement associ\u00e9 aux pires exactions du conflit iturien entre 1999 et 2007. Fondateur de l\u2019Union des patriotes congolais (UPC) et de sa branche arm\u00e9e, la Force patriotique pour la lib\u00e9ration du Congo (FPLC), il avait \u00e9t\u00e9 arr\u00eat\u00e9 en 2006 et transf\u00e9r\u00e9 \u00e0 La Haye, o\u00f9 il fut reconnu coupable en 2012 d\u2019avoir enr\u00f4l\u00e9 et utilis\u00e9 des enfants soldats. Il a purg\u00e9 une peine de 14 ans, ramen\u00e9e \u00e0 8 avec les remises de peine, et a \u00e9t\u00e9 lib\u00e9r\u00e9 en 2020.<\/p>\n<p>Mais loin de s\u2019effacer, Lubanga est aujourd\u2019hui accus\u00e9 par le Groupe d\u2019experts de l\u2019ONU sur la RDC (rapport de janvier 2025) de soutenir militairement les groupes arm\u00e9s Za\u00efre et M23, tr\u00e8s actifs en Ituri et au Nord-Kivu. Cette r\u00e9apparition co\u00efncide avec le renforcement de l\u2019influence militaire de l\u2019Ouganda dans la r\u00e9gion. Kampala justifie son d\u00e9ploiement par la lutte contre les ADF et les miliciens CODECO, mais de nombreuses voix s\u2019\u00e9l\u00e8vent pour d\u00e9noncer une strat\u00e9gie d\u2019expansion d\u00e9guis\u00e9e.<\/p>\n<p>Les liens historiques entre Lubanga et les cercles s\u00e9curitaires ougandais ne sont pas nouveaux. Ancien cadre du RCD-ML, un mouvement pro-Kampala durant la Deuxi\u00e8me Guerre du Congo, Lubanga fut \u00e9galement ministre de la D\u00e9fense de ce groupe avant de fonder l\u2019UPC. En 2002, il prend militairement Bunia, capitale de l\u2019Ituri, et tente d\u2019en faire une province autonome sous contr\u00f4le h\u00e9mas. Entre 2002 et 2003, Human Rights Watch accuse l\u2019UPC d\u2019avoir massacr\u00e9 des centaines de civils, d\u00e9truit des dizaines de villages et enr\u00f4l\u00e9 pr\u00e8s de 3 000 enfants \u00e2g\u00e9s de 8 \u00e0 15 ans.<\/p>\n<p>Aujourd\u2019hui, le retour de Lubanga \u00e0 travers la CRP s\u2019inscrit dans un climat de tensions accrues. Le g\u00e9n\u00e9ral Muhoozi Kainerugaba, chef de l\u2019arm\u00e9e ougandaise et fils du pr\u00e9sident Museveni, a r\u00e9cemment qualifi\u00e9 CODECO d\u2019\u00ab arm\u00e9e du Diable \u00bb et affirm\u00e9 vouloir en \u00e9liminer 10 000 membres. La mort, il y a quelques jours, du colonel David Byaruhanga, commandant de la 409e brigade de l\u2019UPDF bas\u00e9e \u00e0 Arua, lors de combats \u00e0 Fataki, a encore renforc\u00e9 la posture offensive de l\u2019Ouganda en Ituri.<\/p>\n<p>Sur le plan rh\u00e9torique, le discours de la CRP semble align\u00e9 avec celui de Muhoozi : d\u00e9nonciation du pouvoir de Kinshasa, justification d\u2019une action arm\u00e9e, mise en avant d\u2019un langage identitaire, voire messianique. Le risque d\u2019une nouvelle convergence entre r\u00e9bellion interne et soutien ext\u00e9rieur est d\u00e9sormais pris au s\u00e9rieux.<\/p>\n<p>Le gouvernement congolais n\u2019a, pour l\u2019instant, pas officiellement r\u00e9agi \u00e0 la cr\u00e9ation de la CRP ni au retour de Thomas Lubanga.
