Mais d\u00e8s le lendemain, il accueillait avec faste Massad Boulos, conseiller sp\u00e9cial de Donald Trump pour l\u2019Afrique.<\/p>\n<p>Comme Antony Blinken avant lui, Boulos a \u00e9voqu\u00e9 non seulement les victimes Tutsi du g\u00e9nocide de 1994, mais aussi les Hutu et les Twa tu\u00e9s pendant cette p\u00e9riode, une d\u00e9claration qui a fortement irrit\u00e9 Kigali. Car au Rwanda, le simple fait de mentionner les Hutu victimes de massacres met en cause, indirectement, le FPR de Kagame, dont plusieurs rapports onusiens accusent les troupes d\u2019avoir commis de graves atrocit\u00e9s contre les civils hutu, notamment avant, durant et apr\u00e8s le G\u00e9nocide, au Rwanda comme en RDC.<\/p>\n<p>Pendant sa visite, Boulos a salu\u00e9 la vision \u00e9conomique de Kagame, visit\u00e9 le m\u00e9morial de Gisozi et le centre de d\u00e9mobilisation de Mutobo, o\u00f9 il a rencontr\u00e9 d\u2019ex-FDLR \u201crecycl\u00e9s\u201d en vitrines de r\u00e9conciliation. Aucune allusion aux violences actuelles \u00e0 l\u2019Est de la RDC, pourtant occup\u00e9 en partie par le M23 et l\u2019arm\u00e9e rwandaise (RDF), qui ont pris Goma, Bukavu, et d\u2019autres localit\u00e9s strat\u00e9giques.<\/p>\n<p>Alors qu\u2019une tr\u00eave fragile est en cours sur la ligne de front, dans l\u2019attente des n\u00e9gociations de Doha, Kigali continue de ma\u00eetriser l\u2019agenda diplomatique. Un observateur congolais ironise : \u201cLe Rwanda briefe ses invit\u00e9s sur le terrain.
