Il avait fait d\u00e9fection pour cr\u00e9er le M23 en mai dernier.<\/p>\n<p>Il avait \u00e9t\u00e9 int\u00e9gr\u00e9 dans l\u2019arm\u00e9e congolaise parmi les responsables de la r\u00e9bellion tutsi congolaise du Congr\u00e8s national pour la d\u00e9fense du peuple (CNDP).<\/p>\n<p>L\u2019ONU accuse le Rwanda et l\u2019Ouganda, d\u2019appuyer les rebelles. Les deux pays d\u00e9mentent.<\/p>\n<p>Les Etats-Unis ont annonc\u00e9 il y a une semaine qu\u2019il avait \u00e9t\u00e9 plac\u00e9 sur leur liste noire des personnes physiques ou morales sanctionn\u00e9es pour leur participation au conflit en RDC. Le d\u00e9partement du Tr\u00e9sor, \u00e0 l\u2019origine de cette d\u00e9cision, accuse M. Makenga d\u2019\u00eatre responsable d\u2019horreurs \u00e0 grande \u00e9chelle contre la population en RDC, notamment du recrutement d\u2019enfants soldats et de campagnes de violence contre les civils.<\/p>\n<p>Selon une source administrative, le gouverneur de la province du Nord Kivu, Julien Paluku, a quitt\u00e9 la ville apr\u00e8s avoir trouv\u00e9 refuge lundi au quartier g\u00e9n\u00e9ral des Nations unies.
