{"id":1632,"date":"2012-11-23T22:33:38","date_gmt":"2012-11-23T20:33:38","guid":{"rendered":"http:\/\/www.therwandan.com\/fr\/?p=1632"},"modified":"2012-11-23T22:33:38","modified_gmt":"2012-11-23T20:33:38","slug":"lunion-europenne-demande-le-retrait-des-rebelles-du-m23-de-goma","status":"publish","type":"post","link":"https:\/\/www.therwandan.com\/fr\/lunion-europenne-demande-le-retrait-des-rebelles-du-m23-de-goma\/","title":{"rendered":"L\u2019Union Europ\u00e9nne demande le retrait des rebelles du M23 de Goma"},"content":{"rendered":"<p>La repr\u00e9sentante de l\u2019UE pour les Affaires \u00e9trang\u00e8res, Catherine Ashton a demand\u00e9 vendredi \u00ab l\u2019arr\u00eat imm\u00e9diat \u00bb de l\u2019offensive de la r\u00e9bellion congolaise du M23 et exig\u00e9 son retrait de Goma, la capitale du Nord-Kivu (est de la RDCongo) qu\u2019elle a prise mardi.<!--more--><\/p>\n<p>Mme Ashton \u00ab encourage toutes les parties concern\u00e9es \u00e0 travailler de bonne foi afin de mettre en oeuvre rapidement l\u2019accord qui a \u00e9t\u00e9 trouv\u00e9 (mercredi \u00e0 Kampala, ndlr), en commen\u00e7ant par l\u2019arr\u00eat imm\u00e9diat de l\u2019offensive du M23 et son retrait de Goma \u00bb, a indiqu\u00e9 son porte-parole dans un communiqu\u00e9.<\/p>\n<p>La repr\u00e9sentante de l\u2019UE pour les Affaires \u00e9trang\u00e8res a \u00e9galement appel\u00e9 toutes les parties \u00e0 \u00ab accorder imm\u00e9diatement un acc\u00e8s humanitaire sans restriction aux personnes qui en ont besoin \u00bb.<\/p>\n<p>\u00ab L\u2019Union europ\u00e9enne, en coordination \u00e9troite avec les Nations unies et d\u2019autres partenaires internationaux est pr\u00eate \u00e0 appuyer la r\u00e9gion dans ses efforts en vue de contribuer \u00e0 une solution durable \u00e0 la crise \u00bb, a insist\u00e9 Mme Ashton.<\/p>\n<p>Les pr\u00e9sidents le pr\u00e9sident de la R\u00e9publique d\u00e9mocratique du Congo Joseph Kabila, du Rwanda Paul Kagame et de l\u2019Ouganda Yoweri Museveni avaient exig\u00e9, mercredi \u00e0 Kampala, que le Mouvement du 23 mars (M23) cesse \u00ab imm\u00e9diatement \u00bb son offensive et se retire de Goma.<\/p>\n<p>\u00ab Il s\u2019agit d\u2019une \u00e9tape importante en vue d\u2019emp\u00eacher une plus grande d\u00e9t\u00e9rioration de la crise et de commencer \u00e0 travailler sur des solutions durables \u00bb, a comment\u00e9 Mme Ashton en saluant la d\u00e9claration des trois pr\u00e9sidents africains.<\/p>\n<p>L\u2019ONU et la RDC accusent le M23 d\u2019\u00eatre une force suppl\u00e9tive du Rwanda. Des experts de l\u2019ONU ont r\u00e9cemment accus\u00e9 \u00e9galement l\u2019Ouganda de soutenir militairement cette r\u00e9bellion.
