La R\u00e9publique d\u00e9mocratique du Congo (RDC) a accus\u00e9 mercredi le Rwanda de soutenir l’offensive des insurg\u00e9s du M23 pour emp\u00eacher l’arrestation de l’ancien g\u00e9n\u00e9ral congolais d’origine rwandaise Bosco Ntaganda, recherch\u00e9 par la Cour p\u00e9nale internationale (CPI) pour crimes de guerre et crimes contre l’humanit\u00e9.<\/p>\n

Cette offensive, entam\u00e9e il y a huit mois dans l’Est de la RDC, est due en partie \u00e0 la d\u00e9cision du pr\u00e9sident congolais Joseph Kabila de le faire arr\u00eater.<\/p>\n

Selon des experts de l’Onu, Kigali soutient et arme le M23, qui r\u00e9pond directement aux ordres du minist\u00e8re rwandais de la D\u00e9fense James Kabarere.<\/p>\n

\u00ab\u00a0Il est clair aujourd’hui que le Rwanda agit pour d\u00e9tourner l’attention et permettre \u00e0 Bosco Ntaganda d’\u00e9chapper \u00e0 la justice\u00a0\u00bb, a d\u00e9clar\u00e9 Ileka Atoki, ambassadeur de RDC en France, qui s’adressait au Conseil de s\u00e9curit\u00e9 de l’Onu en tant qu’envoy\u00e9 sp\u00e9cial de Kinshasa.<\/p>\n

\u00ab\u00a0Le soutien clairement exprim\u00e9 du Rwanda au M23 lorsque les autorit\u00e9s congolaises ont fait savoir qu’elles \u00e9taient pr\u00eates \u00e0 arr\u00eater Ntaganda (…) est un obstacle \u00e9vident \u00e0 l’ex\u00e9cution du mandat d’arr\u00eat\u00a0\u00bb de la CPI, a-t-il ajout\u00e9.<\/p>\n

Les 15 Etats-membres du Conseil s’\u00e9taient auparavant prononc\u00e9s \u00e0 l’unanimit\u00e9 pour la reconduction des sanctions inflig\u00e9es \u00e0 la RDC.<\/p>\n

\u00ab\u00a0Bosco Ntaganda vit toujours en RDC\u00a0\u00bb, a quant \u00e0 lui assur\u00e9 Olivier Nduhungirehe, membre de la d\u00e9l\u00e9gation rwandaise \u00e0 l’Onu, interrog\u00e9 par Reuters. \u00ab\u00a0Comment le gouvernement de RDC peut-il affirmer que le Rwanda prot\u00e8ge Bosco Ntaganda ? Sommes-nous responsables de la s\u00e9curit\u00e9 sur le sol congolais ?\u00a0\u00bb, s’est-il interrog\u00e9.<\/p>\n

Bosco Ntaganda et plusieurs centaines de militaires congolais ont d\u00e9sert\u00e9 en mars pour rejoindre les rangs du M23, qui accuse Kinshasa de ne pas respecter les accords de paix du 23 mars 2009.<\/p>\n","protected":false},"excerpt":{"rendered":"
