L’Eglise reprendrait t-elle aujourd’hui \u00e0 son compte les th\u00e8ses du procureur devant les juges du TPIR, qui pr\u00e9tendaient<\/p>\nque les ministres hutu du gouvernement dit int\u00e9rimaire de 1994 se seraient entendus avec les chefs hutu des forces arm\u00e9es rwandaises (arm\u00e9e et gendarmerie),dans une entreprise commune criminelle(conspiracy en anglais,planification en fran\u00e7ais) pour commettre le g\u00e9nocide des Tutsi? Le procureur ne faisait que reprendre \u00e0 son compte la propagande du FPR. Pourquoi alors l’Eglise n’a pas t\u00e9moign\u00e9 en son temps devant les juges du TPIR dan une proc\u00e9dure contradictoire? Qui sont ces \u00ab\u00a0certains membres de l’ Eglise\u00a0\u00bb qui auraient planifi\u00e9 le g\u00e9nocide?<\/p>\n
2.Des acquittements significatifs au TPIR ont mis \u00e0 mal les th\u00e8ses du procureur devant les juges du m\u00eame TPIR. Les trois chefs successifs des \u00e9tats-majors de l’arm\u00e9e et de la gendarmerie rwandaises ont \u00e9t\u00e9 acquitt\u00e9s ou non pas \u00e9t\u00e9 poursuivis. Le G\u00e9n\u00e9ral Augustin Ndindiriyimana a \u00e9t\u00e9 brillamment, le G\u00e9n\u00e9ral Augustin Bizimungu a \u00e9t\u00e9 acquitt\u00e9 du crime de conspiracy\/planification bien qu’il ait \u00e9t\u00e9 condamn\u00e9 \u00e0 30 ans pour autre chose. Le G\u00e9n\u00e9ral Marcel Gatsinzi n’ a pas \u00e9t\u00e9 poursuivi par le TPIR, alors qu’in ne s’est jamais cach\u00e9 du TPIR. le G\u00e9n\u00e9ral Gratien Kabiligi, chef des op\u00e9rations militaires de l’arm\u00e9e, l’avait \u00e9t\u00e9 bien avant eux.<\/p>\n
3.Il en est de m\u00eame des Ministres:Casimir Bizimungu; J\u00e9r\u00f4me Bicamumpaka;Justin Mugenzi et Prosper Mugiraneza ont bataill\u00e9 fort dans un proc\u00e8s cens\u00e9 d\u00e9montrer, selon le procureur, le caract\u00e8re d’entente criminelle entre les ministres et les chefs des forces arm\u00e9es du pays(arm\u00e9e et gendarmerie) pour commettre le g\u00e9nocide des Tutsi. Manque de pot ,tous les 4 ministres ont \u00e9t\u00e9 brillamment acquitt\u00e9s (apr\u00e8s proc\u00e8s et non pas apr\u00e8s des aveux bidons \u00e0 la Kambanda);Andr\u00e9 Ntagerura et Andr\u00e9 Rwamakuba avaient \u00e9t\u00e9 acquitt\u00e9s avant eux. D’autres Ministres n’ont pas \u00e9t\u00e9 poursuivis ou ont \u00e9t\u00e9 condamn\u00e9s pour des faits all\u00e9gu\u00e9s pour avoir eu lieu dans leurs pr\u00e9fectures d’origine. Aucun ministre n’a \u00e9t\u00e9 jug\u00e9, apr\u00e8s proc\u00e8s, pour ce pr\u00e9tendu m\u00e9ga-plan du gouvernement.<\/p>\n
N.B Que des tueurs-assassins aient pr\u00e9m\u00e9dit\u00e9\/planifi\u00e9 leurs forfaits, cela ne fait l’objet d’un moindre doute. Par contre,affirmer unilat\u00e9ralement que\u00a0\u00bbdes membres de l’Eglise ont planifi\u00e9 \u00ab\u00a0le g\u00e9nocide, appelle \u00e0 ce que les victimes survivantes,les acquitt\u00e9s et tous ceux qui se sentent innocents demandent ensemble des pr\u00e9cisions \u00e0 l’Eglise: qui,quand et comment?<\/p>\n
4.Le juges du TPIR ont jug\u00e9 que des mesures pr\u00e9sent\u00e9s par le procureur comme \u00e9tant des signes de conspiration criminelle pr\u00e9paratoires \u00e0 un g\u00e9nocide planifi\u00e9 (distribution des armes dans les zones de combat, barrages routiers, d\u00e9finition de l’ennemi etc..) pouvaient aussi n’\u00eatre en r\u00e9alit\u00e9 que des mesures prises dans le cadre de la guerre civile qui s\u00e9vissait \u00e0 l’\u00e9poque.Il serait malheureux que cette d\u00e9claration de l’Eglise soit comprise comme allant \u00e0 contrecourant de la v\u00e9rit\u00e9 historique.<\/p>\n
