D’origine rwandaise, <\/em>Abou-Bakr Ab\u00e9lard Mashimango <\/em><\/strong>est politiste<\/strong>. Il enseigne<\/em>\u00e0 l\u2019universit\u00e9 de Bangui (RCA), Facult\u00e9 de Sciences Juridiques et Politiques et anime le Centre International d\u2019\u00c9tudes et de Recherches sur les Conflits Arm\u00e9s (CIERCA). Docteur \u00e8s S\u00e9curit\u00e9 Internationale et D\u00e9fense, il est, en outre, dipl\u00f4m\u00e9 en droit, sciences politiques et relations internationales. <\/em><\/p>\n

Ses axes de recherche sont\u00a0:<\/em> la <\/em>pol\u00e9mologie, l\u2019ir\u00e9nologie, les minorit\u00e9s et les peuples autochtones, les acteurs non \u00e9tatiques, les \u00e9tudes postcoloniales,<\/em> l\u2019Afrique m\u00e9diane, la g\u00e9opolitique, la dynamique de l\u2019\u00c9tat.<\/em><\/p>\n

Jusqu\u2019\u00e0 quel point peut-on soutenir qu\u2019un criminel de guerre soit hors la loi\u00a0?\u00a0 Ce qui s\u2019est pass\u00e9 et\/ou se passe encore au Rwanda est certes intrins\u00e8quement horrible. Mais c\u2019est encore et surtout l\u2019expression grossi\u00e8re d\u2019un ordre humain odieux. C\u2019est pourquoi, pour beaucoup, le g\u00e9nocide perp\u00e9tr\u00e9 contre les Tutsi et les massacres des Hutu demeurent ce \u00ab\u00a0cauchemar\u00a0\u00bb que l\u2019on ne comprend pas\u00a0; lequel cauchemar a bris\u00e9 les barri\u00e8res morales et les interdits sociaux et produits un d\u00e9paysement, une mutation brusque des conditions de vie, et par l\u00e0, une occasion impr\u00e9vue pour le brute, le criminel de recevoir l\u2019aur\u00e9ole du saint\u00a0: on l\u2019acclame, on l\u2019adule, on se prosterne devant lui, car l\u2019endoctrinement et la propagande l\u2019ont impos\u00e9 comme le ma\u00eetre absolu de l\u2019histoire du Rwanda. <\/strong><\/p>\n

Cet ouvrage est un plaidoyer pour un \u00c9tat de droit, une pluralit\u00e9 politique et d\u00e9mocratique au Rwanda, afin que les institutions puissent \u00eatre \u00e0 mesure d\u2019instituer\u00a0; pour qu\u2019il y ait au Rwanda des m\u00e9canismes ayant pour objet d\u2019ordonner, de r\u00e9guler, d\u2019\u00e9carter les \u00ab\u00a0violences illimit\u00e9es\u00a0\u00bb du pouvoir, desquelles violences r\u00e9sultent le climat de peur et d\u2019anxi\u00e9t\u00e9, ainsi que la fracture sociale. <\/strong><\/p>\n

Ce livre sera pr\u00e9sent\u00e9 \u00e0 l’occasion de la conf\u00e9rence-d\u00e9bat pr\u00e9vue ce week-end \u00e0 Lyon. <\/a><\/p>\n
