Quand pour plaire au r\u00e9gime de Paul Kagame un ministre des Affaires \u00e9trangeres s&rsquo;improvise ministre de la Justice."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Le B\u00e9nin est l&rsquo;un des pays ayant sign\u00e9 avec l&rsquo;ONU des accords pour acceuillir dans leurs&nbsp; installations p\u00e9nitentielles les condamn\u00e9s par le TPIR pour y purger leurs peines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ces accords d\u00e9finissent entre autres des conditions d&rsquo;\u00e9ligibilit\u00e9 aux mesures de gr\u00e2ce, de commutation de peines et de lib\u00e9ration anticip\u00e9e. Ces accords n&rsquo;ont pas \u00e9t\u00e9 modifi\u00e9s depuis l&rsquo;arriv\u00e9e des premiers prisonniers rwandais de l&rsquo;ONU au B\u00e9nin. Ainsi certains parmi eux ont d\u00e9j\u00e0 b\u00e9n\u00e9fici\u00e9 de ces mesures et ont \u00e9t\u00e9 lib\u00e9r\u00e9s.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Et voici que subitement dans une note verbale adress\u00e9e au&nbsp; Juge Pr\u00e9sident du M\u00e9canisme des Tribunaux P\u00e9naux Internationaux (MTPI), en date du 26 avril 2019, le Ministre des Affaires Etrang\u00e8res du B\u00e9nin d\u00e9clare : \u201c<em> qu&rsquo;au regard du droit positif b\u00e9ninois, aucun[&#8230;} ne remplit les conditions pour b\u00e9n\u00e9ficier de la gr\u00e2ce, de la commutation de peines, ou de la lib\u00e9ration anticip\u00e9e\u201d. <\/em>Ceci au momrent o\u00f9 quatre de ces prisonniers qui remplissent ces conditions demandaient leur lib\u00e9ration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette prise de position du ministre est donc clairement politiquement motiv\u00e9e et pas du tout juridiquement d\u00e9fendable.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Face \u00e0 cette d\u00e9cision du ministre des Affaires Etrang\u00e8res du B\u00e9nin frisant l&rsquo;arbitraire les prisonniers d\u00e9tenus dans ce pays ont \u00e9crit au Juge&nbsp; Pr\u00e9sident du MTPI en demandant des \u00e9claircissements sur le peu de droit qui leur reste et que l&rsquo;ONU comme le B\u00e9nin avaient accept\u00e9 de leur garantir \u00e0 savoir&nbsp; \u201c\u00eatre trait\u00e9 humainement\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous vous la livrons dans son int\u00e9gralit\u00e9.<\/p>\n\n\n\n<p
