Le parti politique ISHEMA a suivi avec attention vos d\u00e9marches de normalisation des relations entre la France et le Rwanda. Les relations franco-rwandaises ont connu des moments forts, et la France s’est port\u00e9e garante des accords de paix sign\u00e9s \u00e0 Arusha, Tanzanie, entre le gouvernement rwandais de l’\u00e9poque et les rebelles du Front Patriotique Rwandais (FPR). Ces accords cens\u00e9s apporter une solution durable au probl\u00e8me de r\u00e9fugi\u00e9s et mettre fin \u00e0 la guerre lanc\u00e9e en octobre 1990 ont finalement \u00e9t\u00e9 viol\u00e9s, plongeant le pays dans une trag\u00e9die sans pr\u00e9c\u00e9dent.<\/p>\n\n\n\n
Tout en saluant cette volont\u00e9 de normaliser les relations des deux pays apr\u00e8s plus de deux d\u00e9cennies en brouille, notre parti consid\u00e8re que cette normalisation recherch\u00e9e ne devrait pas se faire \u00e0 n’importe quel prix.<\/p>\n\n\n\n
En effet, le Rwanda reste champion de non-respect et de violation des droits fondamentaux des citoyens. Sans r\u00e9p\u00e9ter le contenu des rapports des Organisations Non Gouvernementales internationales et des pays partenaires du Rwanda \u00e0 l’instar des \u00c9tats-Unis d’Am\u00e9rique, le r\u00e9gime de Kigali qui habituellement traitent les Hutus de citoyens de seconde classe, s’attaque finalement aux Tutsis qui se plaignent de cette injustice faite \u00e0 l’encontre de leurs compatriotes Hutus. Le cas de Kizito Mihigo, le chantre assassin\u00e9 dans sa cellule de garde \u00e0 vue \u00e0 Kigali est toujours d’actualit\u00e9. Monsieur Karasira Aimable a \u00e9t\u00e9 arr\u00eat\u00e9 imm\u00e9diatement apr\u00e8s votre retour de Kigali comme si vous veniez de b\u00e9nir en aval, cet acte de l\u00e2chet\u00e9.<\/p>\n\n\n\n
Dans votre discours au m\u00e9morial de Gisozi, vous avez affirm\u00e9 que votre pays \u201cla France a des responsabilit\u00e9s mais pas complice\u201d. De quelle responsabilit\u00e9 et de quelle complicit\u00e9 s\u2019agit-il? S\u2019il s\u2019agit de celle d\u2019occulter la v\u00e9rit\u00e9 sur les planificateurs de l’h\u00e9catombe rwandaise, le temps est venu pour que votre \u00e9tat, la France, accepte de laisser la v\u00e9rit\u00e9 triompher. Les d\u00e9tracteurs et ennemis communs aux Rwandais et aux Fran\u00e7ais ont cherch\u00e9 \u00e0 salir l’image de l’op\u00e9ration Turquoise et, au nom de la grandeur de votre pays, il vous revient de r\u00e9sister fortement \u00e0 ces diffamations, rendre hommage aux troupes du G\u00e9n\u00e9ral Jean-Claude Lafourcade, en d\u00e9cr\u00e9tant, \u00e0 minima, un \u00e9v\u00e8nement annuel en leur honneur.<\/p>\n\n\n\n
La normalisation des relations entre les deux pays, \u00e0 notre avis, ne se traduit pas par la r\u00e9ouverture du centre culturel fran\u00e7ais et de l\u2019ambassade \u00e0 Kigali, mais plut\u00f4t par l\u2019effort de pacification, de r\u00e9conciliation profonde entre les Rwandais, quitte \u00e0 assumer le r\u00f4le d’un garant des accords entre les bellig\u00e9rants. Cela est possible seulement si toute la v\u00e9rit\u00e9 est expos\u00e9e et si on cesse de voir les Rwandais dans le miroir victimes-bourreaux. Ici, la v\u00e9rit\u00e9 sur ce qui est bien connu comme \u00e9l\u00e9ment d\u00e9clencheur de la trag\u00e9die au Rwanda de 1994 a une importance capitale. C\u2019est ici que la France doit assumer sa responsabilit\u00e9 et inviter les autres pays \u00e0 faire de m\u00eame pour que cette v\u00e9rit\u00e9 qu\u2019on s\u2019efforce d\u2019ignorer soit reconnue et soit \u00e0 la base d\u2019un dialogue franc et sinc\u00e8re entre les Rwandais.<\/p>\n\n\n\n

Lors de votre conf\u00e9rence de presse \u00e0 Kigali, vous avez aussi affirm\u00e9 n’\u00eatre au courant que d’un seul g\u00e9nocide. Que vous ne soyez pas inform\u00e9 du g\u00e9nocide contre les Hutus qui a d\u00e9but\u00e9 avec la guerre d’octobre 1990 et qui continue \u00e0 nos jours, nous osons esp\u00e9rer que vous ne vous livrez pas \u00e0 la bataille du n\u00e9gationnisme dont les cons\u00e9quences vous poursuivront \u00e0 jamais. Votre coop\u00e9ration pour que justice soit faite pour les victimes des crimes commis par le FPR vous ferait entrer dans l’histoire comme l’homme qui a milit\u00e9 pour la dignit\u00e9 humaine.<\/p>\n\n\n\n
