{"id":9387,"date":"2021-06-16T18:51:59","date_gmt":"2021-06-16T18:51:59","guid":{"rendered":"https:\/\/www.therwandan.com\/fr\/?p=9387"},"modified":"2021-06-19T18:52:20","modified_gmt":"2021-06-19T18:52:20","slug":"louganda-a-adresse-une-note-de-protestation-au-rwanda-contre-le-kidnapping-dun-soldat","status":"publish","type":"post","link":"https:\/\/www.therwandan.com\/fr\/louganda-a-adresse-une-note-de-protestation-au-rwanda-contre-le-kidnapping-dun-soldat\/","title":{"rendered":"L&rsquo;Ouganda a adress\u00e9 une note de protestation au Rwanda contre le kidnapping d&rsquo;un soldat"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Par<strong> Arnold Gakuba<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon le journal ougandais Chimpreports, le gouvernement ougandais, par l&rsquo;interm\u00e9diaire du ministre des Affaires \u00e9trang\u00e8res, a remis une note de protestation au gouvernement rwandais contre le kidnapping d&rsquo;un soldat ougandais par des soldats rwandais survenu sur le sol ougandais.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La protestation a eu lieu apr\u00e8s que le gouvernement rwandais ait annonc\u00e9 le samedi 12 juin 2021 qu&rsquo;un soldat ougandais nomm\u00e9 soldat Baluku Muhuba a \u00e9t\u00e9 arr\u00eat\u00e9 sur le sol rwandais dans le district de Burera, secteur Cyanika, cellule Kamanyana, village de Majyambere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Par cons\u00e9quent, lundi 14 juin 2021, le ministre ougandais des Affaires \u00e9trang\u00e8res via l&rsquo;ambassade du Rwanda \u00e0 Kampala a remis une note de protestation (note verbale) au gouvernement du Rwanda leur demandant d&rsquo;arr\u00eater toute provocation apr\u00e8s avoir re\u00e7u des informations selon lesquelles le soldat a \u00e9t\u00e9 enlev\u00e9 sur sol ougandais et d\u00e9tenu au Rwanda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;incident a \u00e9t\u00e9 consid\u00e9r\u00e9 comme une provocation, selon le porte-parole du gouvernement ougandais, M. Ofonyo Opongo, qui s&rsquo;est entretenu avec Chimpreports ce mardi 15 juin 2021 et a \u00e9t\u00e9 r\u00e9affirm\u00e9 par l&rsquo;ambassadeur Patrick Mugoye lors d&rsquo;un entretien avec la Voix de l&rsquo;Am\u00e9rique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0Le soldat a \u00e9t\u00e9 remis au gouvernement Ougandais ce dimanche, 13 juin 2021 et re\u00e7u par le commissaire r\u00e9sident du district de Kisoro, le capitaine Peter Mugisha apr\u00e8s environ 28 heures de d\u00e9tention . Cela a \u00e9t\u00e9 une grande pr\u00e9occupation pour le gouvernement ougandais.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0Le gouvernement ougandais a d\u00e9menti les all\u00e9gations des soldats rwandais selon lesquelles le soldat Bukuru Muhuba aurait \u00e9t\u00e9 arr\u00eat\u00e9 sur le sol rwandais, car les informations obtenues des cam\u00e9ras de surveillance ougandaises indiquent qu&rsquo;il a \u00e9t\u00e9 enlev\u00e9 sur le sol ougandais. Les preuves ont confirm\u00e9 qu&rsquo;il est tomb\u00e9 dans un embuscade des soldats rwandais qui \u00e9taient sur le sol ougandais. Dans une enqu\u00eate approfondie, Chimpreports a \u00e9t\u00e9 inform\u00e9 par les services de renseignements ougandais que le soldat Bukuru avait \u00e9t\u00e9 enlev\u00e9 sur le sol ougandais par les soldats rwandais.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0La note remise au gouvernement du Rwanda stipule que : <em>\u00ab\u00a0samedi le 12 juin 2021, vers 17h40, au village de Gahugu dans le quartier Rukare, \u00e0 environ deux kilom\u00e8tres \u00e0 l&rsquo;ouest de Cyanika, des soldats rwandais ont enlev\u00e9 un soldat ougandais nomm\u00e9 soldat Bukuru Mahuba.\u00a0\u00bb<\/em> Le militaire a \u00e9t\u00e9 enlev\u00e9 \u00e0 environ 100 m\u00e8tres sur le sol ougandais. La note demandait sa lib\u00e9ration imm\u00e9diate. Mais, le gouvernement rwandais rejette sa responsabilit\u00e9 dans l&rsquo;incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous rappelons que les conflits diplomatiques entre l&rsquo;Ouganda et le Rwanda durent depuis pr\u00e8sque cinq ans. Le gouvernement de Kigali accuse l&rsquo;Ouganda d&rsquo;abriter des insurg\u00e9s, mais le gouvernement ougandais le nie. Cela a conduit le pr\u00e9sident Paul Kagame \u00e0 fermer la fronti\u00e8re, ce qui a cr\u00e9\u00e9 une grave crise \u00e9conomique entre les deux pays et a d\u00e9t\u00e9rior\u00e9 la situation \u00e9conomique des personnes vivant ou faisant des affaires aux fronti\u00e8res.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ceux qui arrivent \u00e0 la fronti\u00e8re de Katuna ont confirm\u00e9 qu&rsquo;il s&rsquo;agit d\u00e9sormais d&rsquo;une ruine sans aucune activit\u00e9 commerciale. Une autre trag\u00e9die est que les personnes vivant \u00e0 la fronti\u00e8re entre les deux pays ont des fr\u00e8res et s\u0153urs et des parents qui sont d\u00e9sormais inaccessibles de deux c\u00f4t\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La provocation de l&rsquo;arm\u00e9e rwandaise pourrait provoquer des tensions apparemment non r\u00e9solues entre les deux pays.
