WHY THE FDLR NEEDS TO BE TOLERATED : A LEGAL PERSPECTIVE.

Many a times I tend to laugh at the “malapropism” which is always espoused in Paul Kagame’ s speeches whenever he has to talk about the “FDLR”.

I for one will always denounce the FDLR Leadership for their belligerency and most cardinal-for their questionable benevolence which could be a political “guile” to extend their “avarice”.

However, the spirit behind the NAIROBI AGREEMENT OF 9,NOVEMBER 2007 BETWEEN DR CONGO AND RWANDA envisaged that Rwanda implement inter alia;

1) A Democracy that rests upon the principles of majority rule and individual rights.

2)A Democracy that guards against all-powerful central governments and decentralize government to regional and local levels, understanding that all levels of government must be as accessible and responsive to the people as possible.

3) A Democracy that understands that one of their prime functions is to protect such basic human rights as freedom of speech and religion; the right to equal protection under law; and the opportunity to organize and participate fully in the political, economic, and cultural life of society.

4) A Democracy that conducts regular free and fair elections open to citizens of voting age.

5) A Democracy that ensures that Rwandan Citizens have not only rights, but also the responsibility to participate in the political system that, in turn, protects their rights and freedoms.

6) A Democratic society that is committed to the values of tolerance, cooperation, and compromise. In the words of Mahatma Gandhi,

“Intolerance is itself a form of violence and an obstacle to the growth of a true democratic spirit.”

The real questions people are failing to ask are :

A) Why is Rwanda still reluctant in finding a POLITICAL SOLUTION for the FDLR case?

B) Is MILITARY ACTION necessary?

C) Where do we leave the INNOCENT RWANDAN WOMEN and CHILDREN(refugees) who are APOLITICAL?

D) Has Rwanda changed to accomodate anyone(Rwandan) coming from outside?

E) Why not DIALOGUE?
