WHO IS ACCOUNTABLE TO ENERGY MESS IN RWANDA?

Head of energy in Rwanda was arrested for electricity mess. This man has not been director even for half year. But Rwanda head of state has run Rwanda directly and indirectly for 21 years.

So who is responsible for mismanagement of the energy sector? Definitely not the small fish, Mr Director.

See how many times President Paul Kagame has changed ministers of infrastructure in 15 years. What kind of management is this?
