Why is Russ Feingold resigning as US envoy to the Great Lakes of Africa?

Why is Russ Feingold resigning as US envoy to the Great Lakes of Africa? Has the former US Senator‘s apparent blind support for Kagame Junta become a career liability for him?

Is it because of the irresponsible and potentially criminal statements Russ Feingold has been making about FDLR/the Hutu refugees in Congo?

Is it because he realizes the situation in that region is a little complex and probably overwhelming?

Is the former Senator planning on running for the US Senate, a seat he lost a couple of years ago? Where does Russ Feingold’s resignation – Kagame’s buddy – leave Kagame in a clearly hostile regional environment for Kagame junta?

Aside the cause for Russ Feingold’s resignation, what will be Russ Feingold’s legacy in the Great Lakes of Africa region in general and Rwanda’s social political crisis in particular? Isn’t a coincident that Russ Feingold has left before his ” project” to bomb the Hutu refugees has materialized ?
