In July 2016, General Paul Kagame government gave the tender to build the Butaro-Kidaho road to NPD Cotraco Ltd. NPD Ltd is a Crystal Ventures Ltd subsidiary – and of course Crystal Ventures Ltd is the business empire of Kagame’s ruling party, Rwandan Patriotic Front (RPF). The value of Butaro-Kidaho tender awarded to NPD Ltd was RWF71 billion or US$76 million. On November 26, 2019, Kagame’s finance minister, Uzziel Ndagijimana, stated in Parliament that NPD Ltd abandoned the Butaro-Kidaho project in 2017.
