Rwanda: Leadership Change within the P4 Opposition Platform

Montreal, 23 June 2025 — The Rwandan Opposition Platform (P4), made up of the political organisations Amahoro P.C., FDU-Inkingi, PS-Imberakuri and Ihuriro Nyarwanda-RNC, has announced a change in leadership. Dr Emmanuel Hakizimana, the outgoing coordinator, has handed over the role to Mr Jean-Baptiste Ryumugabe, who will now assume the platform’s leadership.

In a statement released from Montreal, Dr Hakizimana reflected on his term as one marked by active collaboration among the member organisations, particularly in the media and diplomatic spheres. Their efforts focused on pressing issues such as the war allegedly led by Rwanda’s authoritarian regime against the Democratic Republic of Congo, which the platform described as a war of aggression with devastating consequences.

The statement also condemned ongoing internal repression within Rwanda. It highlighted the recent arrest of opposition leader Victoire Ingabire Umuhoza on 19 June 2025, denouncing it as arbitrary and politically motivated. According to the platform, this incident exemplifies the repressive nature of the Kigali regime.

P4 reaffirmed its commitment to continue advocating for the rule of law and the restoration of democracy in Rwanda. Dr Hakizimana extended his best wishes to Mr Ryumugabe, un pledging his full support during the transition.

This leadership shift comes at a time of continued regional tension, marked by instability in eastern DRC and increasing suppression of dissenting voices within Rwanda.
