Rwandan Opposition Platform P4 Condemns Kigali’s Violation of UN Resolution 2773 and Calls for Firm Sanctions

The Rwandan Opposition Platform P4 has strongly condemned Kigali’s continued military aggression in the Democratic Republic of Congo (DRC) and its blatant disregard for UN Security Council Resolution 2773, which calls on Rwanda to withdraw its troops from Congolese territory and cease support for the M23 rebel group. The platform considers this resolution a critical step toward peace in the Great Lakes region, yet it remains deeply concerned by Kigali’s refusal to comply.

The platform denounces the ongoing presence of Rwandan Defense Forces (RDF) in eastern DRC, despite overwhelming evidence of their involvement in destabilizing the region. Reports from the United Nations and multiple Western governments have pointed to Rwanda’s active support for M23, a claim that Kigali has consistently denied. However, the situation on the ground tells a different story, with continued Rwandan military activity in areas controlled by M23 and widespread human rights violations committed by the rebels against Congolese civilians.

The platform reiterates its condemnation of Rwanda’s military intervention, which has fueled bloodshed and displacement in eastern Congo. Dr. Emmanuel Hakizimana, coordinator of P4, expressed deep solidarity with the victims of this ongoing crisis, particularly those who have lost loved ones to the violence. He underscored that peace in the region cannot be achieved as long as Kigali continues its expansionist ambitions under the guise of security concerns.

The platform also raises alarm over recent statements made by Rwandan Foreign Minister Olivier Nduhungirehe, who, in an interview with Swiss broadcaster RTS on February 25, 2025, reaffirmed Kigali’s policy of preemptive military action outside its borders, justifying its presence in DRC as a defensive measure. In the same vein, a statement issued by the Consultative Forum of Political Organizations, a coalition dominated by the ruling Rwandan Patriotic Front (FPR), endorsed the government’s actions in DRC, signaling that Rwanda has no intention of withdrawing its forces or ceasing its involvement in the conflict.

For P4, such justifications legitimize the continued violation of Congo’s territorial integrity and expose Kigali’s unwillingness to embrace a peaceful resolution. The platform warns that without concrete international action, Rwanda will persist in its destabilization efforts under the pretense of national security concerns.

Given the Rwandan government’s defiance, the platform is urging the UN Security Council to impose strict sanctions against Kigali, specifically:

  • A total arms embargo on Rwanda, including the suspension of military aid and security cooperation.
  • Targeted economic sanctions against companies and individuals involved in the illegal exploitation of Congolese resources, particularly those linked to the Rwandan regime.
  • Asset freezes and travel bans for senior Rwandan officials implicated in the destabilization of DRC.
  • The exclusion of Rwandan Defense Forces from UN peacekeeping missions, to prevent a regime accused of destabilizing a neighboring country from participating in international security efforts.

The platform stresses that democratization in Rwanda is essential for regional stability. Dr. Hakizimana has long warned that the root causes of insecurity in DRC are deeply linked to the political repression and human rights abuses within Rwanda itself. As long as Kigali continues to silence opposition, suppress political freedoms, and refuse to engage in meaningful dialogue, the cycle of violence in the region will persist.

The opposition platform has repeatedly called on the Rwandan government to engage with all political actors to address the crises affecting both Rwanda and the broader Great Lakes region. Yet Kigali has consistently refused such overtures, further isolating itself diplomatically. Dr. Hakizimana emphasizes the urgent need for international intervention to compel the Rwandan regime to engage in an inclusive national dialogue under the guidance of neutral mediators.

The platform envisions a transition that includes institutional reforms guaranteeing political freedoms, an end to the persecution of opposition figures, and conditions that would allow Rwandan refugees to return safely. According to P4, only within such a framework can the longstanding issue of armed groups, including the FDLR, be definitively resolved.

The opposition platform reaffirms its stance: as long as Rwanda remains a military dictatorship, peace in the DRC and the broader Great Lakes region will remain an illusion. Sustainable stability depends on political reform within Rwanda itself.

Dr. Emmanuel Hakizimana and the P4 platform urge the international community to move beyond rhetoric and take decisive action against Kigali’s defiance of international law. The time for passive condemnation has passed; only firm, enforceable measures will ensure that Rwanda respects the sovereignty of its neighbors and contributes to a lasting peace in the region.
